School Entrance Health Exam Notice (Shugaku-ji Kenko Shindan Tsuchi-sho)

A notification will be sent in September the year prior to entering elementary school, and a physical exam will be held between October and November.

Entrance Notice

Notification will be sent during the last third of January the year the student is admitted into elementary or junior high school. Please contact the School Education Division (Gakko-kyoiku-ka) if any of the following apply:

You have not received your School Entrance Notice
If entry into the schooling system will be delayed due to illness or other reasons
You wish to attend an elementary or junior high school outside of the Koka public school system

School Admission (When transferring to schools from out of town)

After completing the relevant moving procedures at your regional branch office reception window (madoguchi), bring the following documentation to the specified school as notification: the "Admission Permission Notice (Tennyu Kyoka Tsuchi-sho)" issued by the Local Reception Window Division (Chi-iki Madoguchi-ka); and the "Certificate of Student Status (Zaigaku Shomei-sho)" and "Textbook Wage Certificate (Kyoka-yo Tosho Kyuyo Shomei-sho)" issued by your former school.

School Dismissal (When transferring to schools out of town)

After completing the relevant moving procedures at your regional branch office reception window (madoguchi), submit the "Dismissal Permission Notice (Tenshutsu Kyoka Tsuchi-sho)" issued by the Local Reception Window Division (Chi-iki Madoguchi-ka) to your former school; obtain the "Certificate of Student Status/Student ID (Zaigaku Shomei-sho)" and "Textbook Wage Certificate (Kyoka-yo Tosho Kyuyo Shomei-sho);" and complete the related procedures handled at the Board of Education presiding over the school you are transferring to.

 

In the Event of Address Change (When moving in-city)

The Local Reception Window Division (Chi-iki Madoguchi-ka) will issue to you the "Dismissal Permission Notice (Tenshutsu Kyoka Tsuchi-sho)" and "Admission Permission Notice (Tennyu Kyoka Tsuchi-sho)," so please submit the dismissal notice to your current school; obtain the "Certificate of Student Status/Student ID (Zaigaku Shomei-sho)" and "Textbook Wage Certificate (Kyoka-yo Tosho Kyuyo Shomei-sho)," and submit them with the admissions notice (Tennyu Kyoka Tsuchi-sho) to the school you are transferring to.

Student Attendance Aid Program

In order to ease participation in the compulsory education system, this program provides partial academic aid to Koka City residents who for financial reasons may have difficulty attending school.

You must apply in order to receive aid. For specific details please contact your current school or the School Education Division (Gakko-kyoiku-ka).

Furthermore, there are fixed standards on income so there are instances where aid may not be received.

School Trip Grant-in-Aid

Aid amount provided:
Elementary School
2,500 yen per person
Junior High School
5,000 yen per person

Long-Distance School Commute Aid 
City Bus Commute (Junkai Bus)

Elementary School:
Full aid for distances over 4km
Junior High School:
25% of 6-month pass for distances over 6km

For all other forms of public transit

Elementary School:
Full aid for distances over 4km
Junior High School:
Aid provided for the amount equivalent after deducting 75% of the cost of a 6-month bus pass (Junkai bus) for distances over 6km

Commute by bicycle

5,000 yen per person/year for distances over 4km

Who Qualifies

Those who satisfy ALL of conditions 1 through 3 qualify for this scholarship:

1. Recipients of the Shiga Scholarship (Shiga-ken Shogaku Shikin) or Japan Student Support Organization Fund (Nihon Gakusei Shien Kiko Shogaku-kin) Loans.
2. Guardians who have been living in Koka a year or longer before receiving the loan status in (1).
3. Those belonging to the household in question under the Livelihood Protection Act (Seikatsu Hogo-ho), and recognized as having difficulty covering academic expenses. 
   
   • Households where all family members qualify for tax exemption (Shichoson-min-zei Hikazei)
   • Households whose annual income from the year prior to application fall 1.7 times below the required yearly amount.
   • Households whose annual income of the year of intent to apply fall 1.7 times below the required yearly amount due to sudden drops in income as a result of unemployment or for other reasons.

** The "yearly demanded amount" for households is a measurement defined under standards by the Ministry of Health, Labour and Welfare in Article 8, Item 1 of the Livelihood Protection Act.

Funding Amount

Scholarship amounts for the following corresponding school levels are as follows:
Senior High Schools; Secondary Education Institutions (Latter term coursework); Technical Colleges (1st through 3rd year); Schools for the Blind; Schools for the Deaf; Schools for the Handicapped (High School Level); Vocational Schools (High School Level Coursework)
 Monthly Amount 5,000 yen
Universities (excludes graduate school); Vocational Schools (excludes high school level coursework); Technical Colleges (4th year, 5th year, as well as major subject coursework)
 Monthly Amount 15,000 yen

How to Apply

You must apply every year in order to receive scholarship funding. Please submit one (1) copy of each of the following to the Koka Board of Education. (Applications not accepted if superseding the school year)

1. Scholarship Funding Application (Shogaku Shikin Shinsei-sho, Form #1)
2. Certificate of Residence Exemplar (Juminhyo Tohon) or the Foreign Resident Card of every member of the family (Gaikokujin Toroku Shomei-sho)
3. Certificate of Student Status/Student ID (Zaigaku Shomei-sho)
4. The tax declaration certificate (Kazei Shomei-sho) or tax exemption certificate (Hikazei Shomei-sho) of the year in question for every family member (excluding current students)
5. A copy of documentation certifying the receipt of scholarship loans
6. City tax payment certification (Nozei Shomei-sho, of the year prior)

Items (2), (4), and (6) can be obtained at the local recepion windows at each city office (madoguchi). A processing fee will be required.

Item (3) can be obtained at your current school of attendance.

**In the event further inspection becomes necessary, the submission of documentation besides items (1) through (6) may also be required.

 

Funding Decisions

Decisions will be made upon inspection of application materials. A notice will be sent regarding results.

 

Funding Period

Funding will be provided in September for April through September, and in March for October through March. Funding will be transferred electronically to the financial institution reported at the time of application.

 

Notification

You must provide notification for any of the corresponding circumstances:

• Dropping out; temporary absence or suspension; returning to school or transferring schools
• Receiving penalty for dropping out 
• If you choose to refuse scholarship payment
• In the event the recipient dies or passes away
• If there are any changes to scholar or guardian name or address 

Funding Termination

Funding will be terminated for any of the corresponding instances below:

• For receiving suspension penalties, dropping out, temporary absence, or transferring schools
• When one is not expected to graduate due to illness, injury, or other reasons
• When scholarship funding is proven to be unnecessary
• When scholarship funding is used outside of its intended purposes
• When scholarship funding is received under fabricated information or other forms of malpractice 
• When the parent or guardian(s) no longer bear residence in Koka City
• When the Board of Education recognizes that the scholarship funding provided is not suitable
