Birth & Childcare

〇 Qualifications

Those who have been living within Koka city limits for a year or longer (registered citizens/jumin toroku), and are members of single-father or parent-less households with minors who are enrolled in elementary or junior high schools. Minors must be living within Koka city.

1. Those in bereavement of their spouse, and unmarried
2. Divorcees currently unmarried
3. Those whose spouse's whereabouts (living or deceased) are unknown
4. Those abandoned by their spouse
5. Those whose spouse has been detained under the law for a year or longer
6. Those who have become parents outside of civil marriage, and remain unmarried (excluding those whose wedlock is not legally registered but whose circumstances are the same as a civil marriage relationship)
7. Those rearing the corresponding child but are not the father, mother, or parent

(**Children entering school each new school year [e.g. April 2009, etc.] qualify for this aid)

〇 Application Period

Period: February 1st to end-February of each year; 8:30am~5:15pm 

** Applications will not be recognized outside of this period.

 

〇 Allowance Amounts

〇 Date of Payment

The last day of March (The day before in the event of weekends or holidays).

Maternity Record Book Distribution

The distribution of maternity record books (Boshi Kenko Techo) is targeted for pregnant women. (If you have been provided a certificate of proof validating your pregnancy at a medical institution, please bring it.)

Location： Hoken Center

**The maternity record book is an important record of the mother/pregnant woman's health management, as well as the child's immunization records, health status, and health checkups.

Pregnancy Visit Guidance

For pregnant women with anxieties about first-time pregnancies, pre-eclampsia (i.e. toxemia of pregnancy) or other concerns , a public health nurse or midwife will visit your home for consultation.

Location： At each respective household, etc.

Pregnancy Health Checkup

We will distribute notices regarding the Pregnancy Health Checkup.

Location: Each medical facility (Maternity & Gynecology Dpt. - Sanfujinka ) or maternity hospital

**A separate procedure is necessary for those taking the exam out of prefecture. Please consult with your Hoken Center when you are distributed the Maternity Record Book (Boshi Kenko Techo).

Child Support is an allowance distributed in hopes of the healthy development of children in households where the father is not present due to divorce; the child(ren) are being raised by someone in lieu of the biological mother; or in instances where the child's paternal parent suffers from severe physical handicaps, etc.

 

〇 Who Qualifies for Receipt of Child Support Allowances

Maternal parents in custody of children who correspond with the following conditions, or those rearing a child in lieu of the maternal parent (the 'caregiver') are qualified to receive the allowances for child support.

Furthermore, the term 'child' shall apply until the first March 31st of the year age 18 is reached (the end of the fiscal year the individual turns 18). Additionally, child support may be received up to age 20 if mental or physical handicaps exceed moderate levels (equivalent to level 2 handicaps for Special Handicapped Child Support [Tokubetsu Jido Fuyo Teate]).

1. Children not living with paternal parent following divorce.
2. Children whose father is deceased.
3. Children whose father is severely handicapped.
4. Children whose father's circumstances are unclear or unknown.
5. Children abandoned by their paternal parent for a year or longer.
6. Children whose father has been and continues to be detained for a year or longer.
7. Children conceived by their maternal parent illegitimately (out of wedlock).
8. Children whose maternal parent's circumstances become unknown at the time of conception. 

〇 Circumstances Where the Allowance Will Not Be Paid

1. When the qualified child or mother/caregiver receiving payment qualifies for public pension (kouteki nenkin, excludes senior citizen welfare pension), or family bereavement compensation according to the Labor Standards Act (Rodo Kijun-ho)
2. When children are entrusted with foster parents, or have been enrolled into child welfare facilities, etc.
3. When children qualify for additions to the handicapped or impaired paternal parent's public pension.
4. When the child, mother, or caregiver are no longer living within Japan.
5. When the mother marries (this includes circumstances where conditions are the same as a married relationship but the marriage is not filed)
6. When the child begins living with the paternal parent.
7. When the allowance has not been claimed after 5 years of applying to provision conditions (allowance claim may be possible if provision conditions have been met due to divorce or other reasons on April 1st, 2003).
